We need to start a phased Initiation and Piloting Strategy by starting with 10–15% of interested women; then a disciplined, step-by-step framework can add more value to the value chain. Currently, GoS needs to think about conducting comprehensive skill mapping and business aptitude screening across BISP beneficiaries who have active interest, basic commercial aptitude, and existing artisan knowledge, and prepare them for an intensive piloting phase.
Then, there is a need to restructure the quarterly distribution by providing advance seed tranches specifically earmarked and unlocked upon the submission of approved micro-business plans. Hub Linkage & Scaling Up can connect these micro-enterprises with local district value-addition hubs, raw material suppliers, and digital payment systems, eventually transitioning successful participants into self-sustaining revolving credit pools.
As decades of dependency create internal hesitation, community women need an open business platform where they can serve back through a win-win earning model and build confidence.
