It Threatens Europe’s Civic Space and Sovereignty — By creating fear, self-censorship, and transnational repression, the law tests whether Europe can protect individuals and communities under its jurisdiction from foreign coercive pressure.
Europe Needs More Than Statements — While the European Parliament has expressed concern, the real challenge is developing practical protections, reviewing legal cooperation with China, and building a clear doctrine against transnational repression.
Europe does not need to dramatize China’s new Law on the Promotion of Ethnic Unity and Progress. But it does need to understand what the law is testing. Passed in March 2026 and entering into force on July 1, 2026, the law is not only a domestic instrument for shaping ethnic policy inside China. It is also an attempt to extend Beijing’s legal and political reach beyond its borders, including toward people living under European protection.
That is why the law matters in Europe. On June 24, 2026, Reuters reported that Hu Lianhe, a senior official at China’s State Council Information Office, said China had a right to target people overseas who contravene the law. That statement should not be dismissed as rhetorical excess. It is an explicit public defense of the law’s extraterritorial logic, and it confirms that Beijing intends the law to shape behavior outside China, not merely to regulate conduct at home.
The law’s extraterritorial reach is what makes it so consequential. If a foreign state claims the authority to define speech, advocacy, association, or criticism in Europe as a matter for Chinese legal accountability, then the issue is no longer only one of human rights inside China.
