A simmering feud between Anthropic and the US Department of Defense has burst into the open, and it is, as Foreign Policy put it, “a very bad sign”. The dispute centers on a $200 million Pentagon contract granting the military access to Anthropic’s Claude model for classified tasks. What looked like another milestone in civil-military AI cooperation has instead exposed deep tensions between private-sector guidelines and state imperatives of control, coercion, and warfighting.

In this case, the clash was almost inevitable, in a way: Anthropic’s internal policies explicitly ban the use of its models for violence, weapons development, lethal autonomous systems, and mass surveillance. The Pentagon in turn, operating under a radically different logic, expects frontier AI to be available for “all lawful purposes” (whatever “lawful” is) including precisely those domains.

Tensions escalated after reports that Claude assisted analytical tasks tied to the politically explosive episode that was the capture of Venezuela’s Nicolás Maduro last month. Defense Secretary Pete Hegseth reportedly issued an ultimatum: remove the guardrails or face contract cancellation, supply-chain penalties, or even the invocation of the Defense Production Act.

So much for the narrative that AI governance is a shared, consensual project. The point is that by now this is not merely a contractual dispute; it is a power struggle over who ultimately decides how artificial intelligence is deployed in the real world.
