Opinion: Alberta's immigration proposals breach basic human rights Our immigration system is not perfect. The rapid increase in immigration in the decade leading to 2024, absent the necessary infrastructure, has provoked thought about how to improve the system. Alberta’s answer includes posing three questions in its Oct. 19 referendum that call for limiting newcomers’ access to publicly funded services.
