Say what you will about Mark Carney, he is correct in what he says about the world order shifting. The world order which emerged from the ashes of the Second World War served, with some notable exceptions, reasonably well for some seventy years. Freedom and democracy are losing ground to dictatorships in China and Russia. Brutal governments in North Korea, Eritrea, Belarus, Gabon and Niger receive little notice in Canada but they persist.
