Council paraprofessionals bill breaks N.Y. law

We support the hardworking, low-paid paraprofessionals who assist students and teachers in the city’s public schools. Their union’s leader, United Federation of Teachers President Michael Mulgrew, should support them as well by engaging in mandatory collective bargaining with the city for higher wages, instead of getting the City Council to do an illegal end run around state statute by handing out $10,000 checks.

Mulgrew should have done a better job on behalf of the UFT paras at the negotiation table, like he did on behalf of the UFT teachers. The state Taylor Law, which regulates labor relations with public unions, delineates what matters are required to be collectively bargained, what is allowed to be collectively bargained, and what is forbidden to be collectively bargained, like........
