Western Europe was engulfed by its hottest summer since meteorological records began in 1540 between July and August 2003. As daily highs averaged 104 degrees F (40 degrees C), the continent faced a devastating public health crisis that claimed more than 70,000 lives. France bore the brunt of the tragedy, reporting roughly 14,000 deaths alongside billions in agricultural losses and widespread drought.

But looking closely at the mortality data, it becomes clear the temperatures alone weren’t responsible for the death toll. It was the hot, stagnant, unventilated air trapped inside centuries-old buildings designed to withstand extreme cold rather than heat, highlighting several socio-economic and geographic distributions. Sadly, cities routinely invest billions in hurricane barriers, flood defenses and winter storm response systems, but heat-health infrastructure remains dangerously under-resourced.
