Measure may be enforced at roundabout on city outskirts to 'discourage harsh braking'
Norfolk County Council has proposed cutting the speed limit on the A11 Newmarket Road in Cringleford for traffic travelling out of Norwich towards the Roundhouse Way junction.
Officials want to change the limit from 50mph to 40mph........
