Tory councillors on Great Yarmouth Borough Council had suggested the authority should try and recoup the money it has spent on the abandoned shake-up of Norfolk councils.

The Conservatives wanted officials to establish the full cost of the abandoned process, before outlining to central government how much it should be reimbursed.

They claimed the government should take "financial responsibility", rather than expect councils to absorb the costs.
