C-suite salary increases far outstripped junior roles in 2025: IPA Census data analysis
Campaign has compared salary data across the 2024 and 2025 IPA Censuses.

Senior level salaries at agencies increased to a much larger degree than those for junior roles during 2025, according to Campaign’s analysis of IPA Census salary data.
Average salaries in C-suite roles rose by more than 40% in 2025 compared to 2024, while pay for chairs/CEOs and MDs increased by at least 60%.
By contrast, average pay for people categorised in the IPA Census as junior/executives rose by 4%.
The 2024 census was the first time monetary figures for salaries were included in the report, allowing for a comparison with 2025.
The IPA did not respond to Campaign’s request for details on the volume of people in leadership roles, but said “significant differences”........
