“I think you’ll find this money can’t be spent on anything else”.

I shake my head in frustration and disdain every time I hear this weak-willed surrender on the use of public funds.

The know-it-alls repeating this appear to think the diktats of central government are utterly unchangeable.

I don’t accept that. I believe the “ring-fenced money” claim is not the end of a discussion, it is a start-point.

But you need certain qualities to see it that way.

You have to be the sort of person who can analyse and question what you’ve been told.

You need the strength of character to be able to say: “I don’t accept the concept of ring-fenced money any more than I accept the concept of ring-fenced thinking”.

Dundee’s MPs, MSPs, councillors, and council officers should complain,........
