UPCOS: A New System Standing on the Foundation of Trust
For years, the outsourced employee kept searching for his identity in the maze of governance and administration. The question of when his salary would arrive each month remained a permanent one for him. He was not even certain whether his hardship would ever reach any threshold of redress at all.
To gauge the sensitivity of any government, there is no need to see what it does for the powerful sections of its state; what needs to be seen is what it thinks for its weakest, most overlooked, and most silent citizen. An employee working in the outsourcing system is the first to arrive at the office and the last to leave, but within the system his place has always remained at the lowest rung. He received neither the respect given to a permanent employee, nor the guarantee of social security, nor the certainty of a provident fund. He was a person divided between the department, the agency, and himself, for whom there was no institutional mechanism to hear his suffering. It was this very void that the state government, under the leadership of Chief Minister Yogi Adityanath, has sought to fill by constituting the Uttar Pradesh Outsourced Service Corporation (UPCOS).
