Nothing says ‘civil disorder’ quite like a $14 million waterproof lining peeling off the Reflecting Pool like a sunburnt tourist’s peel-and-stick tattoo.

Picture the scene in Washington, D.C. The nation was gearing up for its milestone 250th birthday. Naturally, nothing screams “Happy Quarter-Millennium, Uncle Sam!” quite like rushing a $14.7 million no-bid contract to paint the bottom of a massive public ditch “American flag blue”.

The contract had been awarded to a firm that the administration insisted was top-tier—specifically because someone’s buddy knew a guy who did a bang-up job on a Jacuzzi in Northern Virginia. But alas, physics and hot glue have a notoriously strained relationship. Just days after the grand unveiling, the brilliant blue lining decided it had seen enough of the nation’s capital. It didn’t just peel; it surrendered. It bubbled, it cracked, and it floated to the surface like giant sheets of discarded fruit leather, turning the patriotic lagoon into an avant-garde swamp of algae and regret.

Enter the Commander-in-Chief, standing atop the ramparts of Truth Social with spyglasses pressed firmly to his eyes, refusing to blame the laws of thermodynamics or a rushed sealant job.

“This isn’t bad glue!” the administration essentially cried to the heavens. “This is an insurrection of the lining! This is unchecked vandalism and radical civil disorder!”

And whom did they decide was leading this nefarious, underground war against municipal waterproofing? A shadowy syndicate of international subversives? Foreign agents?

No. A 67-year-old former Olympic canoeist named David Hearn.

According to the initial, high-drama narrative spun by the White House, Mr. Hearn was essentially a hydro-terrorist. His weapon of choice?
