The end of the mid-winter thaw was accompanied by a spike in unthinkable crimes that chilled Winnipeg residents to their core. The grim reports painted a picture of a city that is being overrun by dangerous offenders.

It started with two incidents on Friday that had people saying, “What did I tell you about downtown?” to anyone who would listen.
