Since May, the National e-Governance Division (NeGD), the IT ministry’s arm that runs Digilocker, has been keeping score. It tracks which ministries, states, and union territories have set up Data Governance Committees. The spreadsheet’s cells have finally started turning green.

October was a particularly productive month. The ministries of culture, MSME (micro, small, and medium enterprises), and even IT itself set up their committees in quick succession.
