‘319,000 Missing Immigrant Children’: Hilton Revives Becerra’s Biggest Failure
Steve Hilton is turning Xavier Becerra’s record as Health and Human Services secretary into one of his biggest lines of attack—accusing his Democratic opponent of weakening the screening process for adults taking custody of unaccompanied migrant children and overseeing a system that Hilton says left more than 319,000 children unaccounted for.
Becerra served as secretary of the U.S. Department of Health and Human Services under former President Joe Biden from 2021 to 2025, overseeing the Office of Refugee Resettlement, the agency responsible for caring for unaccompanied migrant children before placing them with sponsors in the United States.
During that time, Hilton says more than 319,000 unaccompanied migrant children went missing after being released from HHS custody.
His claim is based on a Department of Homeland Security Office of Inspector General audit that found Immigration and Customs Enforcement (ICE) could not effectively monitor many children after their release to sponsors.
The audit found more than 291,000 children had not been placed into immigration proceedings, and more than 32,000 failed to appear for scheduled immigration court hearings—a combined total of more than 319,000 children whose whereabouts ICE could not effectively track.
As evidence, Hilton’s campaign has repeatedly pointed to leaked audio from an internal HHS meeting in which Becerra criticized staff for moving too slowly in releasing unaccompanied migrant children to sponsors.
