A three-judge panel at the U.S. Court of International Trade in Manhattan heard arguments Wednesday from small businesses and a coalition of Democratic-led states challenging President Donald Trump's Section 301 tariffs on goods from dozens of trading partners.

The tariffs, which took effect in late July, set rates of 10% or 12.5% on imports from somewhere between 60 and 86 nations — a scope that encompasses 99.4% of all U.S. imports — based on the administration's determination that those countries had not adequately cracked down on forced-labor goods moving through their supply chains.
