CHEERS AND JEERS: Jeers to the P.E.I. government for low-balling budgets

Jeers to the P.E.I. government for repeatedly low-balling capital projects in its budget estimates, resulting in frequent cost overruns. In 11 of the last 12 big building projects undertaken by the province, the costs far exceeded the money allocated. A recent report by the auditor general showed that the combined cost of these 12 capital projects completed since 2020 grew from just under $82 million when the projects were first announced to $151 million once finished – an increase of more than $69 million. There is no question that costs of material and labour have continued to climb since 2020 and some overruns are unavoidable, but the auditor general also found another cause for concern. It seems that the province does not make documents easily accessible for future project managers to learn from past budgeting shortfalls and anticipate where they may need cushioning. That one small measure could save huge surprises later.
