Nottingham City Council may never have been 'bankrupt' - but we've still felt the pain

If one word has dominated public discussion of Nottingham in recent years, it is undoubtedly the word "bankrupt".

Loved by the city's opponents, loathed by those within the council, the word has come to symbolise the painful cuts Nottingham has endured and the general feeling among some of a city in decline.

The word relates to something Nottingham City Council issued in November 2023 - a Section 114 notice. Such a notice indicates that an authority believes its spending will overtake its income for a particular financial year - something which is illegal.

Although councils cannot technically go bankrupt, a Section 114 notice has become widely acknowledged as an effective declaration of bankruptcy. Nevertheless, the use of the word was a real sore point at the time and remains so today.
