MDR Charges: The UPI Free Lunch Is Now Over

MDR answers the basic economic question: how do you keep the world's largest real-time payments system financially sustainable?

The next time you pay for your weekend family lunch at a mall by simply scanning the QR code – the restaurant may not be too happy. That little green circle that says ‘payment successful’ may not find the same glint in the eye of waiter as it did before: all thanks to a slight transaction cost that the restaurateur will have to bear.

To think of it, UPI never really was free. Someone always paid for it. The servers had to run, the banks had to settle transactions, cybersecurity had to be maintained, and payment apps needed to stay alive 24×7. The system had to keep working as millions of Indians simultaneously paid for anything from eating out to electricity bills and fuel to flight tickets.

Up until now, the government and the payments ecosystem almost perfected by the National Payments Corporation of India (NPCI) paid for the transaction of your lunch bill going through. That will change come October 15.

The government’s decision to introduce a limited Merchant Discount Rate (MDR) on UPI merchant transactions exceeding ₹2,000 is not the assault on UPI that the Opposition is making it out to be. It is an answer to a very basic economic question: how do you keep the world’s largest real-time payments system financially sustainable?
