In Baku, a recent meeting between SOCAR President Rovshan Najaf and Wang Kang, chairman of China National Petroleum Corporation, points to a broader shift in Azerbaijan’s energy strategy.

For years, Azerbaijan’s energy role has been largely defined by the production and export of crude oil and natural gas. But as global energy markets change, the country is increasingly looking beyond the export of raw resources towards processing, petrochemicals, technology and higher-value production.

That makes cooperation with major Chinese energy companies increasingly significant, as the country has both the industrial capacity and technological expertise to support Azerbaijan’s efforts to expand its energy sector beyond traditional extraction.

For decades, Azerbaijan’s economic foundation was built primarily on raw energy exports. The landmark Baku-Tbilisi-Ceyhan pipeline and the ambitious Southern Gas Corridor cemented the nation’s status as an indispensable guarantor of European and regional energy security. However, relying purely on raw hydrocarbon extraction exposes any sovereign economy to the inevitable turbulence of global commodity price volatility and the finite nature of subterranean reserves.
