China’s AI Gamble -- and America’s Leverage

The U.S. is ahead of China in the AI race, and the Chinese know it. But the technological gap with China has narrowed dramatically.

The competition between the United States and China over artificial intelligence intensified over Thursday’s summit between President Donald Trump and general secretary of the Chinese Communist Party Xi Jinping. In what is often described as a race to build the most powerful model,  the real rivalry is more over AI ecosystems -- chips, computing power, capital, electricity, data, models, manufacturing, and global adoption.

The U.S. is ahead of China in the AI race, and the Chinese know it. But the technological gap with China has narrowed dramatically. According to Stanford HAI’s 2026 AI Index, as of March 2026, the leading U.S. model outperformed the leading Chinese model by just 2.7 percentage points -- a gap Stanford characterized as effectively closed. At the same time, U.S. private AI investment reached $285.9 billion in 2025, more than 23 times China’s $12.4 billion. Stanford cautions, however, that private-investment figures understate Beijing’s total AI spending because it also channels substantial resources through government guidance funds.

The significance is not simply that China is catching up on a benchmark. Chinese models have repeatedly closed performance gaps despite China’s more limited access to the most advanced AI chips and its much smaller measured private-investment base. Moonshot AI’s July 2026 release of Kimi K3 provided further evidence of that rapid progress; Stanford subsequently identified Kimi K3 and Alibaba’s Qwen3.8-Max among the most powerful open-weight models, noting that they had narrowed the gap with leading American systems even further.
