President Donald Trump has made a clear promise on military artificial intelligence: move faster without breaking the constitutional chain of command.

His June 5 national-security AI memorandum orders the Pentagon to accelerate adoption of advanced systems while making them reliable, steerable, controllable, and accountable. It also gives the Pentagon 90 days to update its directive on autonomy in weapon systems so AI respects operational authorities and the chain of command.

The nuclear enterprise is where that promise must become executable.

Washington has already settled the policy question. The 2022 Nuclear Posture Review committed the United States to keeping a human in the loop for actions critical to a presidential nuclear decision. Congress reinforced that principle in the FY2025 defense law, saying AI should not compromise the requirement for positive human actions in executing a presidential nuclear-employment decision.
