Assam's Floods are Worsening and Extreme Rainfall Is Only Part of the Reason

On July 19, 2026, floodwater tore through Sivasagar, Charaideo, Jorhat and Golaghat districts in Upper Assam. By July 31, the death toll stood at 80, according to the Assam State Disaster Management Authority (ASDMA). More than 2.12 lakh people remained affected, and over 17,000 hectares of cropland lay underwater. Sivasagar, the worst-hit district, accounted for the largest share of the affected population, while neighbouring Charaideo remained among the hardest hit. Thousands of displaced people were still living in relief camps, with many more relying on relief distribution centres, according to the ASDMA’s July 31 report.

For most of Assam’s history of floods, the story has followed a familiar script, “The Brahmaputra swells through the monsoon and breaches its banks.” This year, the water that swept through Sivasagar and Charaideo did not come from the Brahmaputra at all but from the hills.

Assam floods almost every year, yet the disaster rarely holds national attention for long. Journalists and researchers have repeatedly pointed out that floods here get a fraction of the coverage a comparable disaster elsewhere in India would receive, reduced to a ticker of statistics rather than sustained scrutiny of why it keeps happening. 

What triggered the flood

The India Meteorological Department ruled out a single cloudburst. What it confirmed instead was sustained, extremely heavy rainfall over an extended period across the upstream catchments in Nagaland and Arunachal Pradesh.

That rainfall saturated the Naga Hills and set off massive surface runoff. The south-bank tributaries that feed the Brahmaputra – the Dikhow, Disang, Janji and Dhansiri – swelled rapidly, crossing danger marks well before the Brahmaputra itself had even peaked. In several stretches, water rose higher than the embankments built to hold it back and simply flowed over them. That is why Sivasagar, Charaideo, Jorhat and Golaghat, the districts these tributaries run through, took the major brunt of the disaster.

The warning that didn’t arrive

On July 20, Down to Earth reported that Mon district in Nagaland, just across the border from Sivasagar and Charaideo, had received 137 mm of rainfall, against Assam’s typical July daily average of 23-25 mm. That is five to six times the normal rate, recorded in a district whose rivers drain directly into Assam.

Other estimates of the same event put the number even higher: Professor Nayan Sharma, an internationally recognised river expert, told The Assam Tribune on July 31 that Mon district saw a precipitation spell of about 239 mm between July 18 and 20, whether the difference reflects different measurement stations or reporting windows, the two figures agree on the essential point: this was an extreme, multi-day rainfall event in the catchment feeding directly into upper Assam.

That raises an uncomfortable question, one that commentator Kishor Kumar Kalita posed in Countercurrents: if that much rain was falling for days in a bordering district, why weren’t the disaster management authorities in Sivasagar and Charaideo on alert?

India’s early-warning infrastructure runs on the Common Alerting Protocol, implemented nationally through the National Disaster Management Authority’s SACHET platform. Agencies such as the India Meteorological Department and the Central Water Commission generate the underlying rainfall and flood warnings. Those warnings then pass to the State Disaster Management Authority – ASDMA in Assam’s case – which is responsible for authorising and releasing them to the public through SMS, cell broadcast, television and radio. At the district level, ASDMA notifies District Disaster Management Authorities with dedicated officers whose job is to turn a released warning into action on the ground. A warning generated on this system does not automatically reach anyone: each step, from generation to authorisation to district-level response, requires someone to act.

The state’s own record of flood alerts, published on the ASDMA website, shows no entry for July 19, the date the upstream rainfall in Mon district was already extreme. If that record is accurate, it means no public warning was released for Sivasagar and Charaideo on the day it would have mattered most. 

On July 24, the sixth day of flooding, Chief Minister Himanta Biswa Sarma acknowledged that the government could not reach 30% of the flood-affected areas in the Nazira constituency and 20% in Sivasagar constituency. That is a separate admission from the alerting question. Thus, both critical information and emergency assistance failed to reach a substantial proportion of affected communities during the crisis.

The question however goes beyond whether a warning was issued on a particular day. According to Mirza Zulfiqar Kaazi, a researcher on the Brahmaputra river basin, the region’s disaster management system itself remains fragmented across political boundaries. What is required is a larger, comprehensive model that looks at coordination among disaster management bodies across Assam and also across Northeast India. The mechanisms we usually put in place come only after a disaster has already happened, and are usually band-aid or quick-fix solutions. Kaazi argues that flood warning by itself is insufficient. “Timely early warning is what we need. And if we have early warning, we also need to make people aware where they should move for safety. If there is no evacuation plan in place, what is the use of an early warning?” 

A flood and what it takes

I lost my uncle in this flood. On the evening of July 19, in Hulangkatoni, one of the worst-affected areas of Nazira in Sivasagar district, my uncle went out to buy candles. It had been raining all day and the power was out. This is the kind of inconvenience every household in the region learns to live with during the monsoon.

On his way home, the water on the road rose with a speed none of us had ever seen there before. The current took him. His body was found three days later.

My uncle is not just one in a death toll of 80. Other voices tell us of equally important accounts.

Dipankar Phukan, from Ramugaon in Sivasagar, described the night of July 19, when the water reached his family’s house. His mother had gone to check her blood pressure at their neighbour’s house, directly opposite theirs. A cutaway portion of the Dikhow river flows behind that house, and within minutes the water had reached its back room. She gathered the neighbours’ important documents and whatever else she could think to save, and brought their son back with her to their house.

By the time she had set the neighbours’ things down and tried to go back for the rest, the water had already crossed the road and reached their house too. She was alone at home. She called Phukan’s brother and told him to come as fast as he could. By the time he reached home, the current was already so strong that he was........
