The Federal Board of Revenue (FBR) has introduced a new, fully digitised performance management system (PMS) that aims to better grade and reward staff performance and efficiency. The previous system raised eyebrows last year after 98% of all senior officials were graded "outstanding" or "very good", suggesting that the FBR is one of the slickest and most well-managed governance entities in the world. This, of course, would be a surprise to anyone who has ever interacted with or worked in the FBR.
