Another Voice: New York should not punish patients living through chronic pain

For decades, so-called broken windows policing promised that the government could solve public problems by cracking down on signs of disorder. The thinking was that aggressive enforcement against minor offenses could prevent more serious crime. But minor offenses are often symptoms of deeper problems: mental illness, addiction, homelessness or poverty. Until those problems are addressed, they will keep manifesting in new ways.
