Former Caltrain employees who built secret apartments get jail time

The former Caltrain employees who embezzled public funds to build apartments inside two of the railway’s stations were sentenced to a collective six months in jail this week.
The employees, Seth Andrew Worden and Joseph Vincent Navarro, were charged in March 2024 with felony theft of public funds to build the secret apartments. It started with converting a portion of the historic Burlingame station into a personal residence for Navarro in 2019, according to prosecutors.

Worden, a Caltrain station manager employed by the agency’s rail service provider, was directed by Navarro to hire contractors to remodel former office space and kept invoices below the $3,000 threshold he could approve, prosecutors........
