First, the review of the Town of Three Rivers’ procedural bylaw was not initiated by the mayor, council or town staff. The review was undertaken in response to a recommendation contained in a complaint incident investigation report dated March 20, 2026. The report recommended that “Council members continue to identify and implement additional ways to maintain decorum” and specifically identified a jurisdictional scan of council meetings and best practices as an action to be carried out.
