Two charged with inciting brawl over ‘Norwich is rubbish’ claims

Sean Keeble, 34, and Leigh Grant, 48, both of no fixed address, face a charge of distributing or displaying something with intent to provoke violence.

The public order offence can cover threatening posters, banners or signs aimed at a specific person or group likely to trigger a violent response.

It follows a brawl in St Peter's Street, outside Norwich City Hall on March 9, however it is currently unknown what was distributed or displayed.

Eyewitnesses described men butting heads over the quality of the city, with one man stoutly defending it and another criticising its quality.

"One man told the other to stop slagging Norwich off, then they went off," said one witness.

Grant had his case adjourned until June 2 for prosecutors to review an alternative charge following representations from his solicitor.

Keeble, who failed to attend a hearing at Norwich Magistrates’ Court, will next be in court on May 15.

Neither defendant entered a plea and bail bans them from entering an area of Norwich city centre.
