It comes after a judge temporarily blocked the Bell Hotel in Epping, Essex, from being used to house lone male asylum seekers after the local council took legal action.

The decision has prompted councils across the country to investigate whether they could use the same legal powers to achieve the same outcome.

A spokeswoman for Norwich City Council said "all options" remained open regarding the Brook Hotel in Bowthorpe, where frequent demonstrations are being organised by anti-immigration campaigners.
