National security is no longer determined only by the strength of a nation’s armed forces or the vigilance of its border guards. The battlefield has expanded dramatically. Today, wars are fought through algorithms, financial networks, cyber ecosystems, misinformation campaigns and covert influence operations. Foreign money can be weaponised as effectively as military hardware. Digital identities can be exploited as easily as physical borders.

India’s security doctrine has had to evolve accordingly.

The launch of the revamped FCRA 2.0 Portal and the e-OCI Card by Union Home Minister Amit Shah marks another significant milestone in that evolution. To dismiss these initiatives as routine administrative reforms would be to miss their strategic significance. They represent the Modi government’s continuing effort to modernise India’s internal security architecture by using technology to strengthen transparency, accountability and institutional resilience.

Over the past decade, Prime Minister Narendra Modi has repeatedly argued that governance and national security cannot function in separate silos. Transparent governance itself has become a national security imperative. Every loophole that allows illicit financial flows, forged identities or opaque transactions ultimately weakens the State’s ability to protect itself.

This philosophy has shaped several major reforms since 2014. From Aadhaar-enabled authentication and Direct Benefit Transfers to GST, faceless taxation, digital policing and integrated intelligence platforms, technology has increasingly become an instrument of national security as much as administrative efficiency.
