At the Qatar Economic Forum on the sidelines of the UN General Assembly, Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani called for a regional security framework that includes the GCC states and Iran, calling the recent war a “wake-up call.”

Doha’s case is that Iran is a permanent neighbor, so Gulf security cannot rest only on military alliances that leave some states exposed. The proposed framework would rest on sovereignty, non-aggression, confidence-building, and dialogue—alongside, not instead of, deterrence and existing external partnerships.
