The target of the alleged threats was a West Mercia officer who is based at Malvern and Worcester.
Pegler, who gave an address at May Avenue in Worcester, did not enter a plea to the charge of making threats to kill at Norwich Magistrates’ Court.
He appeared before the court via video link from HMP Oakwood in Staffordshire where he is now serving a sentence.
He also faces a charge of assault by beating against Governor Mick Gallagher while at HMP Wayland on July 10.
It is claimed he swung a punch after feeling his family needs had been dealt with insensitively, the court heard.
Magistrates adjourned his case until April 8 to allow him to obtain legal aid and for his defence solicitor to review the files and give appropriate legal advice.
