Gary Blundell, councillor for Costessey, contacted Anglian Water over concerns that lanes were closed during the daytime at Longwater Retail Park. He said they should only be closed overnight to avoid congestion. 

The area, which is also close to Queens Hills development which has thousands of homes, became gridlocked on Sunday afternoon due to the closures. 

Some drivers reported being stuck for up to three hours at the retail park. 

One lane on William Frost Way and the slip road outside Next were shut due to the works. 

Mr Blundell said in an email to Anglian Water: "I am writing to express my serious concern........
