Family seek wider scrutiny into cocaine death of man, 30

A pre-inquest review hearing at Norfolk Coroner’s Court heard submissions from the family of Hobie Harrison, who was found dead at his home in Leicester Street, Norwich, on August 7, 2025, aged 30.
His provisional cause of death has been given as cocaine toxicity.
Area Coroner Johanna Thompson said the hearing had been convened to consider the scope of the inquest, interested persons and whether Article 2 of the European Convention on Human Rights should apply.
His mother, father and sister attended the hearing at Norfolk Coroner's Court.

Representatives from Norfolk and Suffolk NHS Foundation Trust (NSFT), Norfolk Police and Norfolk County Council made submissions to the court.
The family argued Article 2 should be engaged. If applied, it would require a broader investigation into whether public bodies failed in their duty to protect life.
However, Zoe Birch, representing NSFT, said Article 2 did not apply because Mr Harrison was living independently in the community at the time of his death.
