A speech at the United Nations General Assembly should not be viewed merely as a routine diplomatic formality. The UN is the world’s largest international organisation, with the broadest membership of states. Addressing this forum means presenting a country’s and a state’s position on key issues before the international community. Every head of government or state uses the General Assembly platform to articulate foreign policy, national interests, strategic priorities and the official stance of their government. The world listens to that position as a state narrative and, importantly, records it.
A speech at the General Assembly also serves as a means of conveying messages to adversaries, warning them and, where necessary, exposing their conduct before the international community. If the adversary is India, for instance, the forum provides an opportunity to present Pakistan’s perspective on India’s actions and policies. At the same time, messages are also conveyed to friends and allies, including, at times, an acknowledgement of their support, friendship and assistance.

UN General Assembly speeches are therefore assessed through the lenses of communication, international politics and diplomacy, and are often read for their multiple layers of meaning. Analysts examine which issues a state leader chose to highlight, which ones were left unmentioned, how much time was devoted to each subject, what issue was addressed first and which one was left for the conclusion. In this sense, a UN speech can be understood as an exercise in a state’s agenda-setting.
