Rotating chairmanships rarely change anything. They produce a flag-handover ceremony, a communiqué full of familiar phrases, and a year of meetings that fade quietly into the next hand-over. Pakistan cannot afford to let its Shanghai Cooperation Organisation chairmanship follow that script. Having received the gavel from Kyrgyzstan at the 26th SCO summit in Bishkek on September 1, 2026, Islamabad now holds the chairmanship of an organisation representing roughly forty percent of humanity, at the exact moment the bloc is trying to prove it is more than a talking shop for Eurasian security. What Pakistan does with the next twelve months – before it hosts the Council of Heads of State in Islamabad in 2027 – will say more about the country’s diplomatic maturity than any speech delivered in Bishkek itself.

The opportunity is particularly consequential because Pakistan’s chairmanship arrives at a moment when regional connectivity is moving from an aspiration to a strategic necessity.

Pakistan’s chairmanship theme, “Turning Vision into Action: Connectivity, Innovation and Shared Prosperity,” is a deliberate signal. Addressing the SCO Plus session in Bishkek, Prime Minister Shehbaz Sharif said the organisation “must deliver tangible dividends to its peoples,” and listed IT and AI, energy, development, poverty reduction, disaster management, health, culture and sports among the priorities for the year ahead.........
