Vancouver’s ABC-majority council’s decision last year to halt city contributions toward new supportive housing, outside of certain exemptions, might breach the Canadian Charter of Rights and freedoms by discriminating against vulnerable populations, a group of University of B.C. law professors has argued in a written opinion.

The opinion was written last year by three constitutional law experts from UBC, at the request of PHS Community Services, a long-time non-profit housing provider in Vancouver. The two-page letter has not been released publicly, but PHS shared a copy with Postmedia........
