Editorial: CDPAP transition is a looming care crisis

In less than four weeks, tens of thousands of New Yorkers could find themselves cut off from the help they depend on to for some of life’s most basic tasks.
And a state government that helped create this looming disaster — unintentionally, to be sure — has yet to say how it would avert it, other than so far hoping it doesn’t come to pass.

The crisis is in the Consumer Directed Personal Assistance Program, a Medicaid service that allows eligible people to choose and hire a personal caregiver. The caregivers help them with day-to-day tasks such as cooking, cleaning or getting out of bed in the morning, along with medication and more complicated care.
The goal is to help people stay home and live........
