Vimal Kaw likes to joke that he can’t go into every one of his 18 data centres in India. 

“Just because I work at NTT doesn’t mean I have access everywhere,” the India head of Japanese IT-services and consulting company NTT Data says.

A modern data centre is, by design, resentful of human presence. Safety and security demand that it be sealed, monitored, and, ideally, deserted. The fewer the badges handed out, the fewer the breaches.

It’s also the kind of facility that almost every Indian state is eager to build. So much so that........
