Senate Republicans are working on a budget reconciliation package that could pass without any Democratic support and would fund the Department of Homeland Security for the next three years.
GOP senators want to make sure that Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP), as well as other critical agencies, such as the Transportation Security Administration, the Federal Emergency Management Agency and the Coast Guard, are taken care of for the remainder of President Trump’s time in office.
They’re worried that Democrats will try to use Homeland Security funding as leverage again to extract concessions from the Trump administration and that another funding showdown is likely if Democrats capture the House in the 2026 midterm elections.
“We are working on reconciliation,” Sen. John Hoeven (R-S.D.), a senior member of the Senate Appropriations Committee, told reporters Monday. “We’re coming back with reconciliation. We’re going to send [the House] that actually funds DHS for the next three years. We’re not going through this again with the Dems, OK?
“We’re taking this off the table. That’s enough of this with the Democrats. We’re going to fund DHS for the next three years,” he added.
Reconciliation is a process that allows a party that controls the House, Senate and White House to sidestep the Senate filibuster and pass legislation strictly along party lines. Republicans used it to pass Trump’s One Big Beautiful Bill Act last year.
Hoeven said Republicans have made multiple concessions to Democrats to reach a deal to fund Homeland Security, including ICE and CBP, for the rest of 2026, but Democrats repeatedly rejected those offers.
“We’ve been at it for 40 days. The administration changed leadership at DHS, they sent Tom Homan in to de-escalate the situation, we’ve got body cams, we’ve got more training in the legislation. We offered other things, as well. Every single time, the Democrats backed up; they clearly wanted this shutdown,” Hoeven said, ticking off the concessions the White House and GOP negotiators offered to Democrats after federal agents fatally shot two protesters during an immigration crackdown in Minneapolis.
Democrats have insisted on a 10-point list of reforms in exchange for funding ICE and the Border Patrol, including requirements that federal immigration officers obtain judicial warrants when entering private homes and a general ban on immigration officers wearing face masks.
The Senate on Friday passed by unanimous consent a bill to fund all of the Department of Homeland Security except for ICE and Border Patrol.
The legislation was rejected by House conservatives, who pressured Speaker Mike Johnson (R-La.) instead to pass a 60-day funding stopgap for the entire department, including ICE and CBP.
