Why Pakistan’s University Hiring And Promotion Systems Need A Research-Focused Overhaul
In many universities across Pakistan, evaluation frameworks used for hiring and promotion follow a structured marking scheme that includes components such as academic record, distinction, experience, research publications, and recognition. While the exact allocation may vary across institutions, an approximate distribution (e.g., Academic Record: ~35 marks; Publications: ~20 marks; Distinction: ~05 marks; Recognition: ~05 marks) is commonly observed. These may be considered average indicative weights, which can differ from one university to another.
It is also noteworthy that in some institutions, similar marking models were introduced two decades or more ago, when the research ecosystem was considerably different. At that time, digital indexing systems were limited, large-scale databases such as Scopus (launched in 2004) were not yet widely established, and widely used bibliometric indicators such as the h-index (introduced in 2005) had not yet been adopted. Since then, the global research environment has evolved substantially, suggesting that periodic refinement of evaluation frameworks may be beneficial.
The substantial weight assigned to academic record (typically ~35 marks) reflects its importance as an indicator of foundational academic performance. This is a reasonable and well-established practice. However, one aspect that may warrant consideration is temporal variation in grading standards, particularly the phenomenon of grade inflation.
Over the past two to three decades, grading practices in many institutions have evolved, often resulting in comparatively higher average scores in more recent cohorts. Consequently, candidates who completed their degrees 20–30 years ago may have been evaluated under relatively stricter grading systems, whereas more recent graduates may have benefited from comparatively lenient or normalised grading distributions.
In the absence of adjustment mechanisms, comparability across different time periods may be affected. Incorporating context-sensitive measures—such as percentile rankings, cohort-based normalisation, or institutional benchmarks—could support a more equitable assessment.
The allocation of marks (typically ~20 marks) based on the number of publications exceeding the minimum requirement provides a clear and easily measurable approach. However, several aspects may benefit from further consideration.
First, the current model primarily emphasises publication count, without incorporating indicators of research quality such as citation impact, field-weighted performance, or journal influence. As a result, publications of varying scholarly significance may be treated similarly.
For instance, a recently indexed paper in a journal with a modest or emerging impact profile may be assigned similar weight to publications in highly selective journals such as The Lancet, Nature, or The New England Journal of Medicine. While such equivalence simplifies scoring, it may not fully reflect differences in selectivity, rigour, and global impact.

In addition, while collaboration is encouraged, the current approach may not differentiate between varying levels of collaboration. For example, collaboration with early-career researchers or students abroad may be considered equivalent to collaboration with senior scholars at leading institutions (e.g., Oxford, Harvard) or editors of highly ranked journals.
Fifth, the definition of publications is often limited to traditional research articles, whereas contemporary scholarly communication includes a wider range of outputs such as systematic reviews, meta-analyses, research letters, brief communications, and research notes. These formats often contribute meaningfully to evidence synthesis and scientific discourse but may not be consistently recognised within current scoring systems.
Sixth, scholarly service contributions, including peer review, editorial roles, and academic leadership, are generally not included, even though they contribute significantly to maintaining research quality.
Seventh, innovation and societal impact, including policy contributions, clinical applications, patents, and commercialisation, are not explicitly evaluated.

Ninth, teaching and mentorship contributions, particularly supervision of MS/MPhil and PhD students, are not systematically reflected.
Tenth, internationally recognised achievements such as inclusion in the Stanford University list of the top 2% scientists may not be consistently captured.

However, in contemporary academic environments, distinction may also be reflected through highly competitive international fellowships and scholarships.
Programs such as the Fulbright Program, Higher Education Commission Pakistan scholarships, DAAD, Japan Society for the Promotion of Science, Chinese Academy of Sciences fellowships, The World Academy of Sciences, and Endeavour Leadership Program are globally recognised and highly selective, often reflecting rigorous evaluation of academic merit and research potential. Expanding the interpretation of distinction to include such achievements may provide a more comprehensive reflection of academic excellence.
This category (with typically ~05 marks) is generally intended to capture recognition beyond formal academic performance, often in the form of awards or medals. While this is a valuable component, its scope may sometimes appear narrowly defined. In certain institutional practices, achievements such as prestigious fellowships, international research grants, and global research collaborations are not consistently included. Broadening this category to include different forms of academic recognition could enhance its relevance.
Given the evolution of the global research ecosystem, there may be value in considering a refined and more harmonised evaluation framework. Pakistan has multiple provincial higher education structures alongside the Higher Education Commission of Pakistan at the federal level. A nationally coordinated marking proforma, with clearly defined components and balanced weighting, could support greater consistency and transparency across institutions, while still allowing flexibility for discipline-specific considerations.
Overall, the existing evaluation models provide a structured and practical foundation for academic assessment. At the same time, periodic refinement—taking into account developments in research metrics, diverse scholarly outputs, and evolving academic roles—may help ensure that evaluation systems remain comprehensive, equitable, and aligned with contemporary academic standards.
