Rikers Remediation Manager Nicholas Deml, effectively a federal receiver by another name, has submitted his first report to Manhattan Federal Judge Laura Taylor Swain, who decided to appoint him after years of trying to avoid this extreme step by ordering, begging, badgering and pushing the NYC Department of Correction to act on its own to curb the violence and negligence that has so long plagued the island jail system. The verdict: not good, as Deml has gotten a good look at the enormity of the problems he is tasked with addressing.

It did not take long for Deml and the rest of his remediation team to get a very close-up look at the deficiencies on Rikers.
