Neighbours plead with council to block late-night cafe in quaint city street
Despite objections, Norwich City Council's planning committee approved alterations to the property at 91 Upper St Giles Street during a recent meeting.
The proposals, which included the installation of a new toilet, were lodged ahead of the launch of a new business.
The committee heard how those living next door were worried about an increase in noise and disturbance from the building, which used to be a chocolate shop.
