Carli Harper, who was recently made cabinet member for major projects at Norwich City Council, is one of the founders of Devo Agency.

While councillors are expected to declare any financial interests in items discussed at meetings, Mrs Harper's involvement with the company has not been disclosed during debates on devolution and local government reorganisation.

Mrs Harper had been advised by senior officials at City Hall she did not need to declare an interest in the item, because the matter had "no direct impact" on her finances.

This is despite the councillor being a co-founder and director of Devo Agency, which proclaims to be "powering the devolution revolution".
