Of the 24 primaries in the city area, pupils in 18 of them are behind the national curve for reading, writing and maths.

Overall, only 51pc of all city children are meeting expected levels, compared with a national average of 61pc.

The data saw the performance of Norwich schools singled out in a House of Lords debate on education.

Lord Agnew - chairman and founder of the Inspiration Trust, which runs eight primary schools in Norfolk - said: "Norwich is a zombie zone for primary education."

The only Norwich schools to exceed the national average for key stage two results are: Clover Hill, where 88pc of children met expected levels for reading, writing and maths, St Francis of Assisi (73pc), Charles Darwin Primary (71pc), Eaton Primary School (70pc), Mile Cross Primary (67pc) and Avenue Junior School (62pc).
