Paris AI Summit: Grand promises, thin action — Is it all just talk?

The Artificial Intelligence (AI) Action Summit was recently held in Paris, co-chaired by PM Modi and French President Emmanuel Macron. The Summit resulted in the ‘Statement on Inclusive and Sustainable Artificial Intelligence for People and the Planet’ that emphasised that AI should be “open, inclusive, transparent, ethical, safe, secure and trustworthy, taking into account international frameworks for all”. Further, the statement aims to make “AI sustainable for people and the planet.”

Much like the famed Paris Agreement on climate action (signed in 2016), the Paris Declaration on Artificial Intelligence Action culminated in a significant declaration, endorsed by over 60 countries, including India, France, Germany and China.

Both the accords, signed in Paris, are rich in visionary language. However, the story is entirely different when it comes to execution.

Bold commitments to inclusivity, transparency and sustainability, tall talks and claims — all sound good. However, concrete actions remain a far cry. Paris Agreement’s excessive reliance on non-binding pledges is as hollow as the lack of enforceable regulations in the AI statement. The outcome? Much like the Climate Agreement, the foreseeable result is likely to be inconsistent implementations.

The Paris AI Summit is the third in a series of global AI summits. The first was held in Britain in 2023, and the second in South Korea last year. However, the difference between the first two and the Paris Summit is that the ones in 2023 and 2024 were much more focused on the potential risks of advanced AI.
