The decline of America under President Donald Trump is a core theme of Prime Minister Mark Carney’s political message, one he refreshed again this week in Armenia, where he met with European leaders to inform them of his “strong personal view that the international order will be rebuilt, but it will be rebuilt out of Europe.”
