Plans to build new homes in Norfolk village refused for the second time

An application was put forward by Garrod Developments for the properties on land near Gateley Road in Brisley, near Dereham.

Each home would have included four bedrooms, a kitchen, a living room, utility room, family space, a lobby and a garden.

The site had previously been earmarked for housing in 2021, but the proposals were turned down.

Concerns in that first application were raised by planning officers over highway safety and for being "out of character with the surrounding area".

An appeal against that decision was also rejected, despite the planning inspector acknowledging the development would not harm the character of the area and was suitable for the small increase in traffic.

In the fresh planning statement, the homes were described as high quality, would provide "a meaningful contribution" to housing supply, and support sensitive village growth.

The statement added that the homes would "directly support services and facilities" in Brisley.

However, some locals raised objections regarding the impact of the homes on the facilities in Brisley as well as the increase in traffic on a narrow and unlit road.

One person described the proposed development as being "a poor addition" to the village.

The plans were once again refused by Breckland Council, saying the proposal would "not represent a sustainable form of development".

The decision notice added that the homes were remote from local facilities and that future occupants would be largely dependent on transport by car.

It was said that this would conflict with the principle that new development should make the fullest possible use of public transport, walking and cycling.

It is currently unclear whether or not an appeal will be launched against the decision.

The plans can be viewed in full on the council's planning portal, using the reference PL/2025/1965/FMIN.
