The council said that changes to road layouts and the addition of bus and cycle lanes has reduced the number of collisions at the site.
A Norfolk County Council spokesman said: “It is not appropriate to look at accident data over such a long period as it fails to reflect the impact of highway changes made during this time.
"Instances of collisions have decreased over that timeframe, likely due in part to a number of improvement schemes carried out in the area such as new bus and cycle lanes and layout changes in 2014, a new pedestrian crossing in 2015 and a host of further improvements in 2021.”
A police spokeswoman said: "Norfolk Police remains committed to improving road safety in Norwich.
"Officers routinely carry out dedicated action days and focused roadside operations across the city centre.
"These deployments involve mobile phone checks, stop sites for drink and drug‑driving tests and targeted speed enforcement in high‑risk areas.
"Patrols are supported by both marked and unmarked units to ensure effective detection and deterrence."
Other major roundabouts which also had high numbers of accidents included one that connects Mousehold Lane with Chartwell Road by the Brickmakers pub, with 66 recorded.
